يهدف هذا البحث إلى بيان إسهام البنك الإسلامي للتنمية وجهوده التنموية في الجمهورية اليمنية بمعرفة واقع التنمية في الاقتصاد اليمني، ومدى فاعلية خطط البنك واستراتيجيته، وذكر وسائله في تمويل المشاريع التنموية في اليمن.
وتدور مشكلة البحث حول ما يمثله التمويل التنموي للبنك من أهمية في اليمن، وبيان حجم إسهام البنك لدعم مشاريع التنمية، وأهم المعوقات التي تواجه البنك في دعم الجهود التنموية.
واستخدم الباحث المنهج الوصفي التحليلي؛ وذلك من خلال جمع المادة العلمية، وتعريف المصطلحات المتعلقة بالبحث نظرياً، وكذلك جمع البيانات الصادرة عن البنك الإسلامي للتنمية، وتحليلها؛ لبيان إسهامات البنك التنموية، وكيف انعكست على واقع التنمية في اليمن.
احتوى البحث على تمهيد، وثلاثة فصول، تناول التمهيد مفهوم التنمية، وأهميتها، وأنواع مشاريع التنمية ومصادر تمويلها، وتطرق الفصل الأول إلى هيكل الاقتصاد اليمني وواقع التنمية فيه، وبيان مؤشرات التنمية وتحدياتها، وتطرق الفصل الثاني للتعريف بالبنك الإسلامي للتنمية، نشأته، وأهميته، والاستراتيجية التي يعمل بها، والتعريف بمؤسساته التابعة له، وتطرق الفصل الأخير إلى وسائل البنك التمويلية في اليمن، وهي: القروض والمنح والاستصناع.
وقد توصل الباحث إلى عدة نتائج أهمها: أن اليمن تواجه تحديات كبيرة في المجال التنموي يتطلب تكامل الأدوار وتكاتف الجهود للسعي نحو تحقيق التنمية، وأن البنك الإسلامي للتنمية يقوم بجهود تنموية، ساهمت في التخفيف من وطأة الفقر، فقد نفذ البنك خلال مسيرته التنموية نحو (140) مشروعاً في اليمن، وقد بلغت تكلفت هذه المشاريع مليار دولار، وكان للقطاعات الإنتاجية اهتماماً كبيراً من مشاريع البنك.
وقدم الباحث عدداً من التوصيات تتمثل في رفع نسبة المساهمة التمويلية في القطاع الزراعي من قبل البنك؛ لأهميته في الاقتصاد اليمني، والتحسين المستمر من جودة المشاريع المنفذة، وتقييمها، والمساهمة في مشاريع البنية التحتية، وتطويرها، وإجراء المزيد من الأبحاث والدراسات حول مشاريع التنمية.
Abstract: Research title: The contribution of the Islamic Development Bank to financing development projects in Yemen (analytical study - the period 2009-2018).
This research aims to show the contribution of the Islamic Development Bank and its development efforts in the Republic of Yemen by knowing the reality of development in the Yemen's economy, and the effectiveness of the Bank's plans and strategy, and mentioning its means in financing development projects in Yemen.
The research problem revolves around the development of the bank’s development financing in Yemen, the size of the bank’s contribution to supporting the development projects, and the most important obstacles facing the bank in supporting development efforts
The researcher used the descriptive analytical approach, by collecting scientific subjects and defining theoretically related terms, as well as collecting data issued by the Islamic Development Bank, and analyzing them to show the bank's development contributions, and how they were reflected in the reality of development in Yemen.
The research consists of a preface, and three chapters. The preface cover the concept of development, its importance, types of development projects and their sources of financing, The first chapter touched on the structure of the Yemeni economy and the reality of development in it, and a statement of development indicators and its challenges. The second chapter addressed to define of the Islamic Development Bank, its inception, importance, and strategy. In which he works, and the definition of his affiliated institutions, and the last chapter touched on the financing means of the Bank in Yemen, which are loans, grants and invention of the industry.
The researcher reached several results, the most important of which are: that Yemen faces major challenges in the development field that require integration of roles and concerted efforts to strive towards achieving development, and that the Islamic Development Bank is carrying out development efforts, which have contributed to alleviating poverty during its development process, the Bank implemented about (140) projects in Yemen the cost of these projects amounted to one billion dollars, and the productive sectors had a great.
The researcher made a several recommendations represented in raising the percentage of contribution in the agricultural sector by the Bank; Because of its importance in the Yemen's economy, the continuous improvement of the quality of the implemented projects, their evaluation, the contribution to infrastructure projects, their development, and do more research and studies on development.
