المستخلص: هدفت الدراسة الحالية إلى معرفة "تَنْوِيع الهيكل الإنتاجي وأثره على الاقتصاد السعودي: دراسة تحليلية للفترة (2000- 2019م)". وتتبلور مشكلة البحث في طبيعة الجهود المبذولة للوصول إلى هذا الهدف، ومدى فعاليتها، والمعوقات التي تواجه تلك الجهود، ومستوى النتائج المتحققة في هذا الشأن. لذلك استخدم فيها الباحث المنهج الوصفي التحليلي والمنهج التاريخي، واشتمل البحث على مقدمة، وفصل تمهيدي، وخمسة فصول، وخاتمة، وفهارس علمية.
حيث احتوت على فصل تمهيدي تناولت فيه تعريف تنويع الهيكل الإنتاجي والفصل الأول السمات العامة للاقتصاد السعودي وتحته مباحث والفصل الثاني تنويع الهيكل الإنتاجي وسبل تطويره وتحته مباحث والفصل الثالث جهود تطوير القطاعات الإنتاجية وتحته مباحث والفصل الرابع بعض تجارب الدول في تنويع الهيكل الإنتاجي وتحته مباحث والفصل الخامس أثر جهود التنويع على الناتج المحلي الإجمالي والمالية العامة وتحته مباحث.
وقد أسفرت أهم نتائج الدراسة عن الآتي:
1 – يمتلك الاقتصاد السعودي المقومات والشروط التي تَكْفُلُ تنويع الهيكل الإنتاجي فيه.
2 – التوظيف الكفء لعائدات النفط في تطوير القطاعات الاقتصادية الأخرى يضمن نجاح عملية تنويع الهيكل الإنتاجي في المملكة العربية السعودية.
3 – انعكست الجهود المبذولة لتنويع الهيكل الإنتاجي إيجاباً على هيكل الاقتصاد السعودي.
4 – تعميق عملية تنويع الهيكل الإنتاجي يرتبط بمواجهة العديد من التحديات التي تواجه الاقتصاد السعودي.
5 - شكلت الصادرات النفطية كمتوسط نسبي ما نسبته (92,01%) خلال فترة الدراسة.
6 - النسبة الأعلى من الصادرات في المجموعات السلعية تتعلق بالمنتجات المعدنية والكيماوية، والتي بلغت (92,01 %) من الصادرات السعودية خلال فترة الدراسة.
وأوصت الدراسة بالتغيير في بنية الصادرات، وإيجاد آلية جديدة لدعم وتطوير الصناعة الوطنية، وزيادة إسهام القطاع الخاص، وإدخال إصلاحات هيكلية في صناعة التعدين.
Abstract: The current study aimed to find out "the diversification of the production structure and its impact on the Saudi economy: an analytical study for the period (2000-2019)". The problem of the research is characterised in the nature of the efforts made to reach this goal, the extent of their effectiveness, the obstacles facing those efforts, and the level of results achieved in this regard. S0, the researcher used the descriptive analytical method and the historical method. The research included an introduction, a preface chapter, five chapters, a conclusion, and scientific indexes.
It contained an introductory chapter in which it dealt with the definition of diversification of the production structure. The first chapter is the general features of the Saudi economy, and the second chapter contains diversification of the production structure and ways to develop it. The third chapter deals with efforts to develop productive sectors, the fourth chapter contains some of the experiences of countries in diversifying the production structure, and The fifth chapter deals with the impact of diversification efforts on the gross domestic product and public finance. The most important results of the study resulted in the following:
1 - The Saudi economy possesses the ingredients and conditions that ensure the diversification of its production structure.
2 - The efficient use of oil revenues in the development of other economic sectors ensures the success of the process of diversifying the production structure in the Kingdom of Saudi Arabia.
3 - The efforts made to diversify the production structure were positively reflected on the structure of the Saudi economy.
4 - Deepening the process of diversifying the production structure is linked to facing many challenges facing the Saudi economy.
5 – The Oil exports constituted a relative average of (92.01%) during the study period.
6 - The highest percentage of exports in commodity groups is related to mineral and chemical products, which amounted to (92.01%) of Saudi exports during the study period.
The study recommended a change in the structure of exports, finding a new mechanism to support and develop the national industry, increasing the contribution of the private sector, and introducing structural reforms in the mining industry
