المستخلص: جاء موضوع البحث تحت عنوان: "الآثار الاقتصادية لنقل التقنية على القطاع الصناعي في المملكة العربية السعودية، دراسة تحليلية للفترة 2011-2018م"، وتكمن أهمية هذا الموضوع في بيان أهمية التقنية في خدمة النشاط الاقتصادي، وتحقيق النمو في الاقتصاد الوطني، وجهود نقل التقنية اللازمة لتطوير القطاع الصناعي في المملكة العربية السعودية كما أنه يحقق آثاراً سيعني البحث بدراستها وبيانها، وقد اعتمدت في دراسة هذا الموضوع على المنهج الاستقرائي والوصفي التحليلي، وقد تناولت موضوع الدراسة من خلال فصلٍ تمهيديٍ، وفصلين، وقد تكلمت في الفصل التمهيدي عن الإطار المفاهيمي لموضوع الدراسة، وتحدثت في الفصل الأول عن القطاع الصناعي في المملكة العربية السعودية ودوره في الاقتصاد السعودي، وتناولت في الفصل الثاني جهود نقل التقنية إلى القطاع الصناعي في المملكة العربية السعودية والآثار الاقتصادية المترتبة عليها.
وقد توصلت الدراسة إلى مجموعةٍ من النتائج من أهمها:
1- أن مصطلح نقل التقنية لا يعني الانسياب الجغرافي للمعارف والخبرات المنهجية من بلد إلى آخر أو داخل الدولة الواحدة، بل يقصد به تلك العملية التي تمر بمراحل متعددة تنتهي بمرحلة السيطرة الفعلية على هذه التقنية والتحكم فيها وتطويعها للوصول إلى تقنية مماثلة أو تقنية جديدة لاستخدامها كأداة للتنمية.
2- حقق نقل تقنية القطاع الصناعي دوراً إيجابياً في إحداث التنمية الاقتصادية وذلك بالنظر إلى ما أحدثته من تنمية اجتماعية في الدول الأخرى.
وقد انتهت الدراسة إلى توصياتٍ أذكر أهمها:
1- ضرورة ربط التنمية العلمية بالتنمية الصناعية من خلال التنسيق المتواصل بين إدارة المدن الصناعية والهيئات العلمية والبحثية المتخصصة، فهناك كليات وهيئات عديدة يمكن أن تتبادل المنفعة فيما بينها.
2- العمل على جذب رؤوس الأموال الأجنبية ذات التقنية المتطورة والاستفادة منها من خلال تسويق الفرص الصناعية في المملكة دولياً والترويج لها.
Abstract: The topic of the research came under the title: “The Economic Effects of Technology Transfer on the Industrial Sector in the Kingdom of Saudi Arabia, an Analytical Study for the Period 2011-2018”. The importance of this topic lies in the statement of the importance of technology in serving the economic activity, achieving growth in the national economy, and the necessary technology transfer efforts. For the development of the industrial sector in the Kingdom of Saudi Arabia, it also achieves effects that the research will mean by studying and clarifying it. In studying this topic, I have relied on the inductive and descriptive analytical approach, and I have dealt with the subject of the study through an introductory chapter and two chapters. In the first chapter, I talked about the industrial sector in the Kingdom of Saudi Arabia and its role in the Saudi economy, The second chapter deals with the efforts to transfer technology to the industrial sector in the Kingdom of Saudi Arabia and the economic implications thereof.
The study found a set of results, the most important of which are:
1- The term technology transfer does not mean the geographical flow of knowledge and systematic experiences from one country to another or within one country, but rather that process that passes through multiple stages that ends with the phase of actual control over this technology, control and adaptation to reach a similar technology or a new technology to be used as a tool For development.
2- The technology transfer of the industrial sector has achieved a positive role in bringing about economic development, given the social development it has brought about in other countries.
The study ended with recommendations, the most important of which are:
1- The necessity of linking scientific development with industrial development through continuous coordination between the administration of industrial cities and specialized scientific and research bodies. There are many colleges and bodies that can exchange benefits between them.
2- Attracting foreign capital with advanced technology and benefiting from it by marketing industrial opportunities in the Kingdom internationally and promoting them.
