المستخلص: قدمت هذه الرسالة لنيل درجة الدكتوراه في الاقتصاد الإسلامي من الجامعة الإسلامية بالمدينة المنورة، وقد جاءت بعنوان: تمويل الاستثمار الزراعي ودوره في تحقيق الأمن الغذائي- دراسة تطبيقية على صندوق التنمية الزراعية خلال الفترة من 2007-2017م. وقد تعلقت المشكلة التي عالجتها الدراسة بمدى فاعلية برامج صندوق التنمية الزراعية في تطوير القطاع الزراعي من خلال تمويل الاستثمار في كافة أنشطة هذا القطاع، بما يمكنه من الإسهام في تحقيق أهداف استراتيجية الأمن الغذائي في المملكة العربية السعودية, حيث قامت الدراسة على فرضية أساسية مؤداها أن صندوق التنمية الزراعية يساهم في تحقيق الأمن الغذائي من خلال تمويل الاستثمار في مختلف أنشطة القطاع الزراعي. وقد انتظمت الدراسة في فصل تمهيدي وخمسة فصول، تناول الفصل التمهيدي المفاهيم النظرية لمتغيرات الدراسة، فيما تطرق الفصل الأول للاستثمار الزراعي في المملكة العربية السعودية من خلال أهميته وأهدافه في إطار السياسة الزراعية، وتناول الفصل الثاني التعريف بصندوق التنمية الزراعية، وبرامجه، وسياساته، ومشكلاته، وفي الفصل الثالث تناولت الدراسة تحليل أداء صندوق التنمية الزراعية، ومؤشرات التطور في مجالات الاستثمار الزراعي التي يستهدفها، والمشكلات التي يواجهها، أما في الفصل الرابع فقد عنيت الرسالة بتحليل أوضاع الأمن الغذائي في المملكة العربية السعودية خلال فترة الدراسة (2007-2017م)، فيما تناولت في الفصل الخامس دور صندوق التنمية الزراعية في تحقيق الأمن الغذائي من خلال المشروعات التي يمولها. وقد اسخدمت الدراسة كل من المنهج الوصفي التحليلي والمنهج الاستقرائي, وتوصلت إلى عدة نتائج أهمها أن الإنتاج المحلي من المنتجات الزراعية التي استهدف صندوق التنمية الزراعية مجالاتها أسهم بنسب مقدرة في تحقيق الاكتفاء الذاتي منها, وأن الاعتماد على تحصيل القروض السابقة في تقديم القروض الجديدة يؤثر سلباً على القدرة الإقراضية للصندوق, ومن ثم في اسهامه في تحقيق أهداف استراتيجية الأمن الغذائي, وأن ضمان توفير مخزون استراتيجي آمن يمثل أحد أهم تحديات استدامة الأمن الغذائي في المملكة, وبناءً عليه تقدمت الدراسة بعدة توصيات أهمها: ضرورة استمرار الصندوق وتوسعه في تمويل المشروعات الزراعية ذات الصلة بالأمن الغذائي, وضرورة العمل على زيادة رأس مال الصندوق وتقوية آلياته التحصيلية لزيادة قدرته الاقراضية والتوسع في منح القروض, إلى جانب ضرورة العمل على إنشاء هيئة عامة باختصاصات محددة تتعلق بضمان المخزون الاستراتيجي من الغذاء.
Abstract: This thesis was submitted for acquiring the PhD in Islamic Economy from the Islamic University in Al Medina Al Munawwara entitled "Financing the Agricultural Investment and its Role in Achieving Food Security" as an application to the agricultural development fund during the period from 2007 to 2017. The problem processed by the study has been related to what extent programs of the agricultural development fund is effective in developing the agricultural sector through financing investment in all activities of such sector in order to enable it contributing to fulfill the goals of food security strategy in the Kingdom of Saudi Arabia, where the study was based on a basic hypotheses concluding that the agricultural development fund contributes in fulfilling food security through financing investment in different activities of the agricultural sector. The study has a regular approach in a primary chapter and five chapters. The primary chapter contains the theoretical concepts of the study variations, while the first chapter had the agricultural investment in Kingdom of Saudi Arabia through its importance and objectives within the agricultural policy. The second chapter had the definition, programs, policies and problems of the agricultural development fund, while the study of analyzing the performance of the agricultural development fund as well as the development indicators targeted in fields of the agricultural investment and problems it faces were considered in the third chapter. Throughout the fourth chapter the thesis concentrated on analysis of situations of food security in Kingdom of Saudi Arabia during the study period from (2007 till 2017), and finally the fifth chapter had the role of the agricultural investment fund in achieving food security through projects it finances. The study used both analytic descriptive method and inductive method and then reached to many outcomes including the most important ones represented in that the local production of the agricultural products that the agricultural investment fund targeted its fields has contributed with estimated percentages in fulfilling its self- sufficiency, depending on collecting previous loans in providing new loans has a negative effect on the lending capacity of the fund, hence, in contributing to achieve goals of food security strategy, and that ensuring providing a safe strategic stock is considered one of the most important challenges of sustainability of food security within the Kingdom of Saudi Arabia. Accordingly, the study has submitted several recommendations including: the fund should be continued and expanded in financing agricultural projects related to food security, capital is required to be increased and its collection mechanisms are to be strengthened in order to increase its lending capacity and expand granting loans, in addition, a general authority should be established in specific terms of ensuring strategic stocks of food.
