المستخلص: جاء موضوع مشروع البحث تحت عنوان: ( انعدام الأمن الغذائي في الصومال: الأسباب والآثار، ووسائل المعالجة ، خلال الفترة 2008م- 2017م، دراسة تحليلية) وقد تمثلت أهمية البحث في كونه يتعلق بالكشف عن مشكلة انعدام الأمن الغذائي في الصومال، وآثاره الاقتصادية.
وكان من أسباب اختيار الموضوع ما تكرر من مجاعات في الصومال، مما يشكل خطرا على النفس التي يعتبر الحفاظ عليها من الضروريات الخمس، وهذا يستوجب البحث عن سبل لتحقيق الأمن الغذائي.
كما تمثلت مشكلة البحث في وجود آثار سياسية واقتصادية واجتماعية لانعدام الأمن الغذائي تنعكس سلباً على المجتمع الصومالي
وهدف البحث إلى تعريف مفهوم الأمن الغذائي، وأسباب انعدامه ، وآثاره الاقتصادية، ووسائل علاجه.
واعتمد في هذا البحث على المنهج الوصفي التحليلي، وقد تم تقسيم البحث إلى فصول، الفصل التمهيدي: التعريف بمصطلحات البحث، وأشتمل الفصل الأول على الأوضاع الاقتصادية، وواقع الأمن الغذائي في الصومال، واشتمل الفصل الثاني على أسباب انعدام الأمن الغذائي في الصومال وآثاره، وسبل معالجته، وفي ختام البحث مجموعة من النتائج أهمها: أن الصومال يمتلك أراضي زراعية يمكن أن تستغل في زيادة الأراضي المزروعة إذا تهيأت الإمكانيات المالية، وأن من أسباب انعدام الأمن الغذائي فيها: انخفاض كمية الإنتاج، وزيادة معدلات الاستهلاك، والتزايد المستمر في عدد السكان، فأثر ذلك في ميزان المدفوعات، وحرية اتخاذ القرارات السياسية، ثم ختم البحث بعدة توصيات أهمها: تطوير القطاع الزراعي وتنميته، وتحقيق الثبات السياسي، وتنويع مصادر الاستيراد عند الضرورة.
Abstract: The topic of the research project came under the title: (Food insecurity in Somalia: causes, effects, and means of treatment, during the period 2008-2017, an analytical study). The importance of the research is that it is related to the detection of the problem of food insecurity in Somalia, and its economic effects. One of the reasons for choosing the topic was the recurring famine in Somalia, which poses a threat to the soul, which considers preserving one of the five necessities, and this necessitates searching for ways to achieve food security. The research problem represented in the existence of political, economic and social impacts of food insecurity negatively affecting the Somali society.
The research aimed to define the concept of food security, the reasons for its lack, its economic effects, and means of treatment. In this research I relied on the descriptive and analytical approach, and the research was divided into chapters, the introductory chapter: introducing the search terms, and the first chapter included the economic conditions and the reality of food security in Somalia, The second chapter included the causes of food insecurity in Somalia, its effects, and ways to address it. At the conclusion of the research, I reached a set of results, the most important of which were: that Somalia possesses agricultural lands that could be used to increase cultivated lands if financial means were created, and that among the causes of food insecurity. In it: the decrease in the amount of production, the increase in consumption rates, the continuous increase in the population, the impact of this on the balance of payments, the freedom to make political decisions, and that the Somali government must establish a permanent policy that achieves a strategic food stock that helps it achieve its food security, and then I concluded my research with several recommendations that were The most important of them are: developing and developing the agricultural sector, achieving political stability, and diversifying import sources when necessary.
