المستخلص: قام الباحث في هذه الدراسة بجمع ودراسة للمسائل والقضايا التي يثيرها وجود المسلمين بكثافة خارج الديار الإسلامية، ومن ثمَّ معالجتها في ضوء رؤية شاملة تستصحب القواعد الأصولية الكلية وتراعي غايات الإسلام ومقاصده في الانتشار والتمكين على المدى البعيد مع معرفة وتجربة في واقع الأقليات المسلمة. وقد قسم البحث إلى أربعة أبواب: الباب الأول: القواعد الأصولية المتعلقة بالأحكام، وفيه تسعةُ فصول. الباب الثاني: القواعد الأصولية المتعلِّقة بالأدلة وما يندرج تحتها من المسائل، وفيه فصلان: الفصل الأول: القواعد الأصولية المتعلقة بالأدلة المتفَق عليها. الفصل الثاني: القواعد الأصولية المتعلقة بالأدلة المختلف فيها. الباب الثالث: القواعد الأصولية المتعلقة بدلالات الألفاظ وما يندرج تحتها من المسائل، وفيه فصلان: الفصل الأول: القواعد الأصولية المتعلقة بالأمر والنهي والعام والظاهر. الفصل الثاني: القواعد الأصولية المتعلقة بالمنطوق والمفهوم. الباب الرابع: القواعد الأصولية المتعلقة بالتعارض والترجيح. وقد كانت نتيجة البحث على النحو الآتي: عدد القواعد المبحوثة في هذه الرسالة هو ثلاثون قاعدة، وأما المسائل المدروسة في هذه الرسالة فإنها بالمكرر تصل إلى ثلاث مائة وثلاث وثلاثين مسألة، وبغير المكرر فإن عددها مائة وثمان وثلاثون مسألة. إن الأقليات الإسلامية المقيمة خارج الديار الإسلامية تختلف ظروفها وأوضاعها، فهناك أقليات مضطهدة في دينها، كما أن هناك أقليات أخرى مسلمة لا تخضع لتلك الاضطهادات والانتهاكات، غير أنها تتعرّض للتشويش، والتشويه بين الحين والآخر -وإن كانت في نوع من الفسحة في دينها-، والمجموعة الأخيرة هي المعنية بهذا البحث.

Abstract: "In this study, the researcher collected and studied the issues raised because of the presence of Muslims intensively outside the Islamic countries, and then he addressed it in accordance with the general view that goes along with the fundamentals of jurisprudence and the purposes of spreading Islam and its empowerment, and knowledge and experience about the status of the minority Muslims. The research was divided into four sections: section I : Jurisprudential rules related to judgments, and it has nine chapters. Section II: Jurisprudential Rules Related to Evidence and the Issues under it, and it has two chapters: Chapter I: Jurisprudential Rules Related to Evidence agreed upon. Chapter Two: Jurisprudential Rules Related to Evidence disagreed upon. Section III: Jurisprudential rules related to the meanings of words and the issues under it, and it has two chapters : Chapter I: Jurisprudential rules related to order, prohibition, general and apparent. Chapter II: Jurisprudential rules related to statement and concept. Section IV: Jurisprudential rules related to contradiction and preference. The results of the research are as follows : The number of rules studied in this thesis is thirty, and the number of issues studied in this thesis - including the repeated - is up to three hundred and thirty-three issues, and without the repeated, it’s one hundred and thirty-eight issues. The Muslim minorities residing outside the Islamic countries are different in their circumstances, some of them are oppressed in their religion, and some are not subjected to these oppressions and violations, but they are subjected to confusion and distortion from time to time – even if they have space to perform their religion - and this group is the focus of this research."
