الحمد لله رب العالمين والصلاة والسلام على أشرف الأنبياء والمرسلين وبعد :
فهذا بحث فقهي جمعت فيه الأحكام الفقهية الخاصة بأهل مكة في الحج والعمرة ودرستها دراسة مقارنة ، وقد قسمته إلى مقدمة وتمهيد وخمسة مباحث وخاتمة .
ويكتسب الموضوع أهميته من شرف المكان الذي تتعلق به هذه الأحكام ، وهو مكة المكرمة ، حيث يبرز الفرق بين أهلها وغيرهم في أحكام الحج والعمرة ، كما أنه يتعلق بحد أركان الإسلام ، وحيث إنه لا يوجد – حسب علمي - مؤلف خاص بجمع هذه الأحكام عزمت على جمعها ودراستها وفق المنهج العلمي في كتابة الأبحاث الفقهية ، وذلك بجمع الأحكام المقصودة من أمهات كتب الفقه ، وترتيبها حسب الأبواب الفقهية ، ثم جمع أقوال أهل العلم وتوثيقها في كل مسألة ، وذكر أدلة كل قول وعزوها إلى مصادرها ، وتخريج الأحاديث ونقل أحكام المحدثين عليها ، ومن ثم مناقشة الأدلة مناقشة علمية ، والترجيح بين الأقوال في المسألة ما أمكن .
وقد قسمت المادة العلمية إلى تمهيد وخمسة مباحث أما التمهيد فذكرت فيه حدود حرم مكة ، والمراد بحاضري المسجد الحرام ، وبينت الفرق بين مدينة مكة وحرم مكة .
وأما المبحث الأول فذكرت فيه حكم العمرة في حق أهل مكة .
ثم تكلمت في المبحث الثاني عن الأحكام الخاصة بأهل مكة المتعلقة بشروط الحج والعمرة ، وذكرت فيه ثلاثة مطالب .
ثم تكلمت في المبحث الثالث عن الأحكام الخاصة بأهل مكة المتعلقة بأركان الحج والعمرة وذكرت فيه مطلبين ، الأول عن أحكام الطواف ، وفيه خمسة فروع ، والثاني عن أحكام السعي وفيه فرعان .
ثم تكلمت في المبحث الرابع عن الأحكام الخاصة بأهل مكة المتعلقة بالمواقيت ، وذكرت فيه ثلاثة مطالب ، الأول ذكرت فيه ميقات أهل مكة في الحج ، وفيه ثلاثة فروع ، والثاني ذكرت فيه ميقات أهل مكة في العمرة ، وفيه ثلاثة فروع ، والثالث ذكرت فيه وقت إهلال أهل مكة بالحج .
وأخيراً تكلمت في المبحث الخامس عن الأحكام الخاصة بأهل مكة في صفة الحج والعمرة ، وذكرت فيه خمسة مطالب .
وختمت البحث بخاتمة ذكرت فيها أهم النتائج التي توصلت إليها .

Abstract: Abstract
Praise be to Allaah, the Lord of the worlds, and peace and blessing [of Allaah] be upon the most honorable of all prophets and messengers:
This is a jurisprudential research in which the rulings peculiar to the people of Makkah on Hajj and Umrah were collected and studied in a comparative approach, and it was divided into an introduction, a preface, five topics and a conclusion.
The topic derives its importance from the honor of the place to which these rulings relate, which is Makkah Al-Mukarramah; because in the foregoing research, the difference between the people of Makkah and others is highlighted regarding the rulings of Hajj and Umrah, it [the topic] also relates to one of the pillars of Islam, and since, to the best of my knowledge, there is no specific published work in which these rulings were collected, I intend to collect them and study them according the academic methodology of writing jurisprudential researches, by collecting the intended rulings from the primary books of jurisprudence, and arranging them according to the jurisprudential chapters, then collecting the opinions of the scholars and documenting them on each issue, and then mentioning the proof of each opinion and tracing it to its sources, and authenticating the hadiths and recording the rulings of the scholars of hadith on them, and then the proofs will be critiqued with a scholarly approach, followed by weighting between the different opinions on each issue, as much as possible.
The article was divided into a preamble and five sections.
As for the introduction, I mentioned there the boundaries of the Sacred City of Makkah, and what is meant by the dwellers of the Sacred Mosque, and I mentioned the difference between the City of Mecca and the Haram of Makkah.
As for the first section, I mentioned there the ruling of Umrah regarding the people of Makkah.
Then in the second section, I discussed the rulings specific to the people of Makkah in relation to the conditions of Hajj and Umrah, and this was discussed under three sub-sections.
Then in the third section, I discussed the rulings specific to the people of Makkah in relation to the pillars of Hajj and Umrah, and this was discussed under two sub-sections, the first on the rulings of Tawaf, and it has five issues, and the second about the provisions of the sa'y [between Safa and Marwa] it has two issues.
Then in the fourth section, I discussed the rulings concerning the people of Makkah in relation to Al-Mawaaqeet [the ritual land boundaries for pilgrims], and I discussed this under three sub-sections, the first is on the Meeqaat of the people of Makkah during the Hajj, and it has three issues, and the second is on the Meeqaat of the people of Makkah during the Umrah, and it has three issues, and the third is on the time in which the people of Makkah will commence their pilgrimage.
Finally, in the fifth topic, I discussed the rulings specific to the people of Makkah in terms of Hajj and Umrah, and this was discussed under five sub-sections.
The research was brought to an end with a conclusion where I mentioned the significant findings.
