المستخلص: عنوان البحث: ‏فقه الإنكار في النوازل الالكترونية "وسائل التواصل الاجتماعي أنموذجاً". موضوع هذا البحث: يدور حول المنكرات الالكترونية المستجدة وفقه تغييرها وإنكارها، من خلال تسليط الضوء على الإنكار في وسائل التواصل الاجتماعي كنموذج واقعي. أهداف البحث: بيان مفهوم فقه النوازل والمستجدات الالكترونية، مع الإشارة إلى حكم إنكار المنكر وشروطه، وبيان أنواع وسائل التواصل الاجتماعي، وتوضيح درجات تغيير المنكر في وسائل التواصل الاجتماعي، وتطبيق ذلك على المنكرات الإلكترونية المستجدة ووسائل التواصل الاجتماعي. منهج البحث: المنهج الوصفي، والاستقرائي. أما نتائج البحث فتتمثل فيما يلي: • أن إنكار المنكر في وسائل التواصل الاجتماعي من أهم الواجبات على الأفراد والمجتمعات بحسب قدرتهم واستطاعتهم. • أن للتقنيات الالكترونية ووسائل التواصل الحديثة وجهاً إيجابياً نافعاً سخره الناس لمنافعهم في دينهم ودينهم، وجانباً سيئاً لهذه التقنيات يمثل مفسدة للأفراد والمجتمعات في عقائدهم وعبادتهم وأخلاقهم وسلوكهم. • أن المنكرات في وسائل التواصل الاجتماعي من أشد المنكرات خطورة؛ لسهولة الوصول إليها، خصوصاً من صغار السن. • أن جهود إنكار المنكر في وسائل التواصل الاجتماعي ينصب معظمها في المقام الأول على مسؤولية الجهات الحكومية والرسمية، ثم على المجتمعات والأفراد في الإنكار على من وقع في شيء من المنكرات الأخلاقية وغيرها. أما أبرز التوصيات فتتمثل فيما يلي: • ضرورة عقد المزيد من الندوات والمؤتمرات في الأمر بالمعروف والنهي عن المنكر وتسليط الضوء على المجالات التقنية الحديثة. • إجراء المزيد من الأبحاث والدراسات التي تبين سبب كون الدول العربية من أكثر الدول في التصفح للمواقع ذات المحتوى السيء. • تدريب وتأهيل المؤسسات الحكومية والأفراد في مجال إزالة وحجب كل ما هو ضار بالمجتمعات المسلمة مما هو موجود على الانترنت عموماً، ووسائل التواصل الاجتماعي خصوصاً. • التوصية باستحداث وكالة للرئاسة العامة للهيئة تُعنى بالمنكرات الالكترونية، بحيث تزوّد بالكوادر البشرية المتخصصة والأجهزة الحديثة والأنظمة والتعليمات.

Abstract: Research Title: Jurisprudence of Denial in e-Crises "Social Media as a Model". The topic of this research: revolves around the new electronic evil and the jurisprudence of change and denial, by highlighting the denial in social media as a realistic model. Objectives of the research: To explain the concept of jurisprudence Alnazal and electronic developments, with reference to the rule of denial of evil and its conditions, and the types of social media, and clarify the degrees of change evil in social media, and apply this to the new electronic evil and social media. Research Methodology: Descriptive and Inductive Approach. The search results are as follows: • The denial of evil in social media is one of the most important duties for individuals and communities according to their ability and ability. • Electronic technologies and modern means of communication have a positive and beneficial face that has been ridiculed by people for their benefits in their religion and religion, and a bad aspect of these technologies is corrupting individuals and communities in their beliefs, worship, morals and behavior. • that the evil in social media is one of the most dangerous evil; for easy access, especially from young people. • Efforts to deny evil in social media mostly focus primarily on the responsibility of government and official bodies, and then on communities and individuals in denial to those who have fallen into some of the moral and other evil. The main recommendations are as follows: • The need to hold more seminars and conferences in the promotion of virtue and the prevention of evil and highlight the modern technical areas. • Conducting more researches and studies that show why Arab countries are among the most in browsing sites with bad content. • Training and rehabilitation of government institutions and individuals in the field of removing and blocking all that is harmful to Muslim communities from what is available on the Internet in general, and social media in particular. • Recommend the establishment of an agency for the General Presidency of the Authority to deal with electronic evil, so as to provide specialized human cadres and modern devices, systems and instructions
