الحمد لله وكفى ، والصلاة والسلام على نبينا المصطفى صلى الله عليه وسلم ركز هذا البحث والموسوم بــــــــــــــ" الأوَلِيَّاتُ السياسية المنسوبة إلى الخليفة الراشد عثمان في تنظيم مباني الدولة الإسلامية " على جمع و دراسة الأوليـــات السياسية المتعلقة بتنظيم مباني الدولــــــــــــــــــــــة الإسلامية المنسوبة لأحد الخلفاء الراشدين من خلال المنهج الاستقرائي التحليلي لبيان الثابت منها و غير الثابت ؛ لما تمثله تلك الأوليات الثابتة من مثال يحتذى في سياسة الدولة الإسلامية سياسة شرعية ، و مسايرة للأحداث و المستجدات ، و قد بلغ عدد الأوليات المنسوبة إلى عثمان بن عفان في تنظيم مباني الدولة الإسلامية من خلال الجمع والاستقراء والتتبع ثمان أوليات، وهي: أولية عثمان في: اتخاذ الأروقة في المسجد الحرام ، و المظاهرة في كسوتي الكعبة بين القباطي والبرود ، وكسوة منبر النبي القطيفة ، و تخّليــــــــــــــــــــــق المسجد النبوي، و اتخاذ المقصورة في المسجد، و اتخاذ المنبر في خطبة العيدين، و اتخاذ الفسطاط في الحج بمنى ،و تخصيص دارا للقضاء.
والأوليات التي ثبتت نسبتها إلى عثمان بعد الاستقراء والتتبع والدراسة هي أولية عثمان في اتخاذ الأروقة في المسجد الحرام، والمظاهرة في كسوتي الكعبة بين القباطي والبرود، كسوة منبر النبي صلى الله عليه وسلم القطيفة، واتخاذ المقصورة في المسجد، وتخصيص دارا للقضاء.
وقد تطرق البحث إلى شيئا من وقائع تلك الأوليات وبيان موقف العلماء من تلك الأوليات.
Abstract: Praise be to God and enough, and peace and blessings on our Prophet Mustafa This research focused on the "political priorities attributed to the Caliph Othman Othman in organizing the buildings of the Islamic State" to collect and study the political priorities related to the organization of the Islamic State buildings attributed to one of the adult caliphs through the analytical inductive method For the fixed and non-fixed; because these fixed priorities represent an example in the policy of the Islamic state a legitimate policy, and in keeping with the events and developments, and the number of priorities attributed to Osman Ibn Affan in the organization of the buildings of the Islamic state through the collection and extrapolation and tracing eight priorities, namely: the initial Osman in: take corridors in the Sacred Mosque, and the demonstration in Ksuti Kaaba between Qabati and cold, and Kaswa pulpit of the Prophet Qarifa, and the synthesis of the Prophet's Mosque, Take the cabin in the mosque, and take the pulpit in the Eid sermon, and take Fustat in the pilgrimage to Mina, and the allocation of a house to judge
