المستخلص: غير متوفرقياس الأداء منهج ممتاز لإدارة وتحسين الأعمال التي تقوم بها المؤسسات التعليمية لأنه يوفر معلومات الرقابة، ويحدد وسائل تطوير الأداء، وعليه يتم عمل المؤسسة بطريقة صحيحة تحقق أهدافها، وتنوعت مصطلحات الجودة للتعبير عن قياس الأداء كالتقييم الذاتي، والتحسين المستمر، وتقييم الأداء، والرقابة، والكفاءة، وفعالية ترشيد التكلفة، وتنفيذ البرامج، وكلها تصب نحو هدف إبراز أهمية مؤشرات الأداء الرئيسية في مجالات تعزيز الجودة والاعتماد الأكاديمي، وهذه الدراسة جاءت لتحقيق ذلك الهدف والاستفادة المتبادلة من خبرات وتجارب جامعات العالم الإسلامي في قياس وتطبيق مؤشرات الأداء. إن تجارب الجامعات في قياس الأداء وتطبيق مؤشراته هي خير معين لتطوير آليات مؤشرات الأداء وانزالها علي أرض الواقع، وقد تعددت مجالات التطبيق فكان مجال إدارة الجودة هو مرتكز هذه الدراسة، وإدارة الجودة والتقويم الذاتي بجامعة شندي (السودان) هي محل تجربة التطبيق لمؤشرات الأداء، والتي تتمثل في (ثلاثة عشر) مؤشر أهمها خطط العمل وأدلة الجودة وقاعدة البيانات وآليات تنفيذ البرامج وتقويم الأنشطة ومشاركة المستفيدين في التقويم، وتوجد (ثمانية) أدلة لقياس تلك المؤشرات أهمها قائمة البرامج والدراسات التقويمية ونماذج الحوسبة، هذه المؤشرات وأدلة قياسها تبنتها الهيئة العليا للتقويم والاعتماد بوزارة التعليم العالي والبحث العلمي وجاءت صياغتها بدليل المعايير الوطنية لضمان جودة التعليم العالي بالسودان عام 2010م. إدارة الجودة محل الدراسة كانت بدايتها عام 2004م كلجنة لدراسة التقويم والاعتماد ثم تأسست إدارة مستقلة 2008م، تم اعتماد عضويتها في مجالس الجامعة المختلفة والعديد من اللجان المتخصصة، وتم تشكيل وحدات الجودة والتقويم الذاتي بالكليات والمراكز والوحدات المختلفة بالجامعة، وشاركت إدارة الجودة في كثير من اللقاءات العلمية المتخصصة بجميع محافل الجودة داخليا وخارجيا، ومن خلال هذه الدراسة نقدم أحدى التجارب (التي نتمني أن تكون ناجحة) في تطبيق مؤشرات الأداء في مجال إدارة الجودة.

Abstract: Measurement of performance is an excellent method for managing and improving business carried out by educational institutions because it provides information of control and determines the means of performance development. However, and on that base, the work of the institution is done properly and hence achieves the aims of the institution. The conventions of quality have varied to express the performance measurement to include: self-assessment, continuous improvement, performance evaluation, control, efficiency and implementation of programs. All these are meant to achieve the goal of exhibiting the importance of highlighting the main performance indicators concerning the reinforcement quality and academic accreditation. Therefore, this study is meant to achieve that goal, and to gain mutual benefits of experience among the Islamic World Universities in measuring and applying the indicators of performance. A university experience of performance measurement and of the application of its indicators is considered the best help for developing the performance indicators mechanisms and making them reality. Areas of applications varied, of which is quality measurement, the thing which represents the central core of this study. Quality measurement and self-assessment at Shendi University (Sudan), the field of the experience is where the performance indicators have been applied. These indicators are (thirteen), the most important of which are; action plan, evidences of quality, data base, program achieving mechanisms and evaluation of activities. Moreover, there are (eight) evidences to measure those indicators, the most important of which are the list of programs and evaluating studies and computing studies. These indicators and their measurement evidences were adopted by the High Authority for Assessment and Accreditation – Ministry of Higher Education and Scientific Research in the guidebook of National Criteria for ensuring quality in Higher Education in Sudan in 2010. Quality management in this study was established in 2008. Its membership has been approved by the university various councils and many specialized committees since 2011. Units of quality were formed at different colleges, centers and units of the university. The quality management participated in many of the specialized scientific assemblies of most of the quality activities inside and outside the country. Thus, and hereby, through the quality management, we present the first experience of applying indicators at Shendi University, hoping that it will be satisfying and successful.
