المستخلص: يتناول البحث موضوعاً معاصراً في شكله وإطاره، وقرآنياً في جذوره وأصوله، وهو إدارة المخاطر، الذي هو عبارة عن منهج التعامل مع المخاطر المستقبلية، من حيث توقعها، واتخاذ القرار الصحيح لتفاديها، والتقليل من نتائجها الضارة إن وقعت، وأثر ذلك في التنمية المجتمعية الشاملة، وقد قام البحث على ضابط إشكالي وهو: هل في القرآن الكريم أصول لهذا العلم المعاصر؟ وكيف تعامل القرآن مع توقع المخاطر؟ وهدفُ البحث الكشفُ عن أصول علم إدارة المخاطر في القرآن الكريم، والربط بين إدارة المخاطر، ونجاح المسلم في حياته، وما ينشأ عن ذلك من تشريعات معاصرة، وبيان مجالات إدارة المخاطر، وقد خرج البحث بمجموعة من النتائج منها: أعطى القرآن الكريم أولوية لفقه المخاطر، وشرع مجموعةً من الأحكام القانونية للتعامل مع المخاطر المتوقعة، وأرشد المخاطبين إلى ضرورة الاحتياط والانتباه لما يقع في قادم الأيام بناءً على فقه التوقع، وكانت مجالات إدارة المخاطر في القرآن شاملة على المستوى العقدي، والاجتماعي، والاقتصادي، والأمني، والعسكري، وقد ظهرت أنواع للمخاطر معنوياً ومادياً، فردياً وجماعياً، مخاطر متوقعة وغير متوقعة، وكانت له ثمرات من أبرزها: المحافظة على الأمن والاستقرار، وبناء ثقافة توقع المخاطر، واكتساب مهارة التخطيط والتوقع المستقبلي، وتقليل الخسائر وتفادي الأضرار، وبه تكون تحققت أهداف البحث، واتضح منهج القرآن في التعامل مع جانب من جوانب المستقبل المتوقع، على ضوء تجارب سابقة، وخبرات متكررة.
Abstract: The research addresses a contemporary topic in form and framework, as well as in the Qur’an in its roots and origins; the risk management, which is an approach to deal with future risks, in terms of anticipating them, taking the right decision to avoid them, and minimizing their harmful consequences if they occur, and its impact on comprehensive community development, The research based on a problematic guideline: Are there origins in the Holy Qur’an for this contemporary science? How did the Qur’an deal with anticipating risks? The research aims to discover the origins of risk management science in the Holy Qur’an, link between risk management and the success of the Muslim in his life, and to explain the areas of risk management. The research came out with a number of findings, including: The Holy Qur’an gave priority to the jurisprudence of risks, and enacted a number of rulings to deal with the expected risks. It guided the addressees to take care and pay attention to what would happen in the coming days. The areas of risk management in the Qur’an were comprehensive at the doctrinal, social, economic, security and military level. Moral and material risks, expected and unexpected, have appeared, both individually and collectively. It has had fruits, the most prominent of which are: maintaining security and stability, building a culture of anticipating risks, acquiring the skill of planning and anticipating the future, reducing losses and avoiding damages. With it, the objectives of the research have been achieved, and the Qur’an approach became clear in dealing with an aspect of the expected future in light of previous and repeated experiences.
