المستخلص: تهدف هذه الدراسة إلى بناء خطة استراتيجية لخصخصة التعليم في المملكة العربية السعودية من أجل تحقيق عدة أهداف، منها: تحسين جودة التعليم من خلال تشجيع القطاع الخاص على الاستثمار في التعليم، مما يؤدي إلى تحسين جودة الخدمات التعليمية المقدمة، وتلبية احتياجات سوق العمل من خلال توفير برامج تعليمية تتناسب مع احتياجات سوق العمل، مما يؤدي إلى توفير فرص عمل للخريجين، وتحفيز الاستثمار من خلال تشجيع الاستثمار في القطاع التعليمي، مما يؤدي إلى تحفيز النمو الاقتصادي، وأخيراً تعزيز الابتكار من خلال تشجيع الابتكار في التعليم، مما يؤدي إلى تحسين جودة الخدمات التعليمية المقدمة، كما تضمنت الخطة الاستراتيجية عدة إستراتيجيات، أهمها: توفير الدعم المالي والدعم اللوجستي، والدعم الفني، وكل ما سبق جاء لخدمة أربعة بنود: الإعداد للخصخصة، والتخطيط لها، والبدء بتطبيقها، ثم في النهاية التقييم الشامل لها. وتوصلت الدراسة إلى اعتبار الخطة الاستراتيجية لخصخصة التعليم في المملكة خطوة مهمة وطموحة نحو تطوير قطاع التعليم وتحسين جودته، وتوفير تعليم جيد للجميع، وتلبية احتياجات سوق العمل، وتحفيز الاستثمار، ومع ذلك، يجب التعامل مع التحديات التي تواجه الخطة بحكمة وعناية؛ لضمان تحقيق الأهداف المرجوة.

Abstract: The study of the strategic plan for the privatization of education in the Kingdom of Saudi Arabia aimed to achieve several goals, including: improving the quality of education by encouraging the private sector to invest in education, which leads to improving the quality of educational services provided, and meeting the needs of the labor market by providing educational programs that meet the needs of the labor market, which leads to providing job opportunities for graduates, and stimulating investment by encouraging investment in the education sector, which leads to stimulating economic growth, and finally promoting innovation by encouraging innovation in education, which leads to improving the quality of educational services provided. The strategic plan included several strategies, the most important of which are: providing financial support, logistical support, and technical support, and all of the above came to serve four items: preparing for privatization, planning for it, starting its implementation, and then finally its comprehensive evaluation. The study concluded that the strategic plan for the privatization of education in the Kingdom is an important and ambitious step towards developing the education sector, improving its quality, providing good education for all, meeting the needs of the labor market, and stimulating investment. However, the challenges facing the plan must be dealt with wisely and carefully to ensure the achievement of the desired goals.
