المستخلص: المستخلص من أكثر المشكلات التي تواجه المجتمعات الإنسانية هي مشكلة التطرف الفكري، إذ تهدد أمن وسلامة المجتمعات. ومما دفعني للكتابة في هذ الموضوع جسامة الأخطار والأضرار الناجمة عن ظاهرة التطرف وأخطاره على الفرد والمجتمع، ويهدف البحث للحماية المدنية للفرد والمجتمع من ظاهرة التطرف بأنواعه وأشكاله المختلفة، و تكمن مشكلة البحث في بيان الحماية المدنية لظاهرة التطرف الفكري، وأخطاره على الفرد والمجتمع. وقسمت البحث إلى مقدمة ومطلب تمهيدي ومباحث ثلاثة، والمباحث تحتها مطالب والمطالب بعضها تحتها فروع فعرّفت مصطلحات عنوان البحث، وتناولت مفهوم ظاهرة التطرف وركائزه وأخطاره في المجتمع، و تحدثت عن الضرر الناتج عنها، ثم أحكام التعويض عنه. و من أهم نتائج البحث إن الحماية المدنية هي التي تحمي جميع المراكز القانونية وكافة الحقوق، والتي كفلها القانون المدني وفقاً للقواعد العامة للمسؤولية المنصوص عليها. وأرى ضرورة حماية الفكر الوسطي من الاخلال به من الجماعات المتطرفة التي تقوم بنشر فكرها المتطرف بين عقول الشباب بقصد الإضرار بالمجتمع وأمنه واستقراره. كلمات مفتاحية: التطرف- الفرد– المجتمع- الحماية المدنية-الضرر–التعويض.

Abstract: Abstract One of the most common problems facing human societies is the problem of intellectual extremism, as it threatens the security and safety of societies. What prompted me to write on this topic is the gravity of the dangers and damages resulting from the phenomenon of extremism and its dangers to the individual and society. The research aims to protect the individual and society from the phenomenon of extremism of all kinds and forms. The problem of the research lies in explaining the civil protection phenomenon of intellectual extremism and its dangers to the individual and society. I divided the research into an introduction, an introductory topic, and three topics. The topics are under demands, and some of the demands are under branches. I defined the terms of the research title, dealt with the concept of the phenomenon of extremism, its foundations, and its dangers in society, and talked about the damage resulting from it, then the provisions for compensation for it. One of the most important results of the research is that civil protection is what protects all legal positions and all rights, which are guaranteed by civil law in accordance with the general rules of responsibility stipulated. I see the need to protect moderate thought from being disturbed by extremist groups that spread their extremist thought among the minds of young people with the intention of harming society, its security and stability.
