المستخلص: يتناول هذا البحث بيان دور المجتمع الدولي في مكافحة الإرهاب الإلكتروني، ويهدف إلى بيان ما هي الأهداف المرجوة من التعاون الدولي في مكافحة الإرهاب الإلكتروني، وكذلك بيان الاتفاقيات والمعاهدات الدولية التم تم إبرامها لأجل ذلك، بالإضافة إلى توضيح الأدوار التي قام بها المجتمع الدولي في مكافحة الإرهاب الإلكتروني، كدور الأمم المتحدة ودور المنظمات المتخصصة، فضلاً عن بيان الجهود التي قامت بها جامعة الدول العربية لمكافحة الإرهاب الإلكتروني، ويهدف الموضوع أيضاً إلى بيان كيفية تفعيل تلك الأدوار التي بُذلت، وذلك من خلال تبادل معلومات وبيانات الإرهابيين عبر أنظمة تقنية آمنة ومشفرة، بالإضافة إلى كيفية القبض عليهم وتسليمهم ومن ثم محاكمتهم. وقد استخدمت في بحثي المنهج الاستقرائي، وقسمته إلى مقدمةٍ وتمهيدٍ ومبحثين وخاتمة؛ أما التمهيد فاحتوى على مدخلٍ البحث ومقدماتِه، وذلك ببيانِ مفهوم الإرهاب الإلكتروني، وبيانِ الأهداف المرجوة من التعاون الدولي في مكافحة الإرهاب الإلكتروني؛ واحتوى المبحث الأول على دور المجتمع الدولي في مكافحة الإرهاب الإلكتروني، وذلك ببيان الاتفاقيات والمعاهدات الدولية التي أبرمت لأجل ذلك، وكذلك بيانِ الأدوار التي قامت بها منظمة الأمم المتحدة والمنظمات الدولية المتخصصة في مكافحة الإرهاب الإلكتروني، إضافة إلى دور جامعة الدول العربية في مكافحة الإرهاب الإلكتروني؛ وأما المبحث الثاني فاحتوى على كيفية تفعيل تلك الأدوار التي قام بها المجتمع الدولي في مكافحة الإرهاب الإلكتروني، من تبادلٍ دولي للمعلومات والبيانات الخاصة بالإرهابيين، ومن ثم بيانِ الإجراءات المتعلقة بتسليم المطلوبين، وانتهاءً بالتعاون القضائي فيما بين الدول لأجل مكافحة الإرهاب الإلكتروني؛ وأما الخاتمة فاحتوت على أهم النتائج والتوصيات التي توصلت إليها في البحث، ومن أهمها أن يتم إنشاء قانون عالمي موحد يختص بالممارسات الحديثة للإرهاب الإلكتروني ومكافحتها، وضرورة إنشاء محكمة دولية متخصصة في قضايا الإرهاب الإلكتروني تظم مختصين من جميع دول العالم في شتى المجالات، بالإضافة إلى ضرورة استعمال التقنية الحديثة في الضبط والتحقيق وتوجيه الاتهام في قضايا الإرهاب الإلكتروني.

Abstract: This research deals with a statement of the role of the international community in combating electronic terrorism, and aims to explain what are the desired goals of international cooperation in combating electronic terrorism, as well as the statement of international agreements and treaties that were concluded for that, in addition to clarifying the roles played by the international community in combating terrorism. Electronic, such as the role of the United Nations and the role of specialized organizations, as well as a statement of efforts by the League of Arab States to combat electronic terrorism, It also aims to demonstrate how those roles have been operationalized by sharing terrorists' information and data through secure and encrypted technical systems, as well as how they have been arrested, handed over and subsequently prosecuted. I used in my research the inductive approach, and I divided it into an introduction, a prelude, two research and conclusion; As for the introduction, it contained the entrance to the research and its introductions, by explaining the concept of electronic terrorism and explaining the desired goals of international cooperation in combating electronic terrorism; The first topic contained the role of the international community in combating electronic terrorism, by explaining international agreements and treaties that were concluded for that, as well as a statement of roles played by the United Nations and international organizations specialized in combating electronic terrorism, in addition to the role of the League of Arab States in combating electronic terrorism; As for the second topic, it contained how to activate those roles played by the international community in combating electronic terrorism, from an international exchange of information and data related to terrorists, and then explaining the procedures related to handing over the wanted persons, and ending with judicial cooperation between countries in order to combat electronic terrorism; As for the conclusion, it contains the most important results and recommendations that it reached in the research, the most important of which is that a unified global law is established for modern practices of electronic terrorism and its control, and the need to establish an international court specialized in electronic terrorism issues that organize specialists from all countries of the world in various fields, in addition to the necessity The use of modern technology in control, investigation and accusation of electronic terrorism issues.
